The matter appears to relate to tidal water and is referred to Water Services. No finding is made as to the fixture. I had not connected the light and the tides. The city has, in writing, so the file is amended: the light is plumbing. A second complaint has been recorded at the water counter, in their terms, fixture changes shape, drains once a month. Their form carries the same field as the first: attachment, shape observed tonight, from the window. It remains open. Pending.
